We'll, criminal justice is probably the only field that is fairly open to hiring convicted felons. https://www.nytimes.com/2003/08/09/books/professors-with-a-past.html. So that probably explains why he wanted to pivot to criminal justice (the PA bridge is ... burned), and why Irvine would admit him.
One could argue the PA degree gives him better training to study criminal justice related policies. But CJ departments tend to want to hire their own--in the same way that public management oriented PA departments only want to hire their own. So that might explain the need to get another Ph.D.
Also, Irvine is at worst a top-5 CJ department (of course, there are less than 50 Ph.D. granting programs...).
Why is he going to get another PhD?
Also why in the hell did Irvine admit him?
