OK so 2 out of the T15 has stupid requirements.
Most if not all T10 schools have GPA requirements either at the departmental or graduate school level. Grades do matter - maybe not for publishing - but for graduating.
Grades are relative. Assuming this is a funded PhD student, I'd check what the GPA requirement is for continued funding.
Usually, they're pretty high, so a B / B- might only sinks them if they're doing poorly in other classes. With a C, you might be the primary cause of them dropping out.
So I'd stick to a B- unless they plagiarized. It'd be different if you had more graded assignments in your class. Then, you'd know for sure that they shouldn't be doing grad level work.Only UCLA in the T15 has gpa requirements.

lolwut? as the previous poster said, each place has in place some minimum requirement (usually college level) to be in good standing. It's laughably low, like 2.0 or 2.5 or the like, but they exist.

Not at UCLA but when I was accepted a few years ago the gpa requirement was I think close to 3.7.
Do others agree with this theory?

I'll play along - last response though. Weak/jumbled thesis that makes little sense and/or weak evidence that is not connected to the thesis. Your next question will be "how do you identify a weak weak thesis or weak evidence" - and I don't feel like taking the time to reply to that. All of this obviously is a bit subjective.

Do you even have a PhD? The hard part of graduate school isn't supposed to be coursework. It's developing a research program and putting it together coherently. We screen on research, not on whether or not someone failed their formal theory exam.
I got a C for a seminar paper and just got tenured, so you can survive it. In my case, the prof in question who gave me the C was extremely passive-aggressive and was trying to send me a signal that he didn't want to be on my diss committee. I was pissed off, but better a seminar paper than a larger project.

Maybe political science PhD programs had something to offer 40 years ago. Today they are just a mix of methodological nonsense and lost dainty students clinging to their companion animals.

I think both are necessary but not sufficient conditions.
I’ve given C’s to students on a seminar paper on rare occasions and can assure you it wasn’t personal - the students in question simply clearly had half-assed their papers and had not done acceptable quality work. I’m sorry but you don’t deserve to pass a grad course simply because you enrolled.
