   I chaired one of the divisions a few years ago. There's little real rhyme or reason as to why proposals are accepted or rejected. You have far more applications than you have slots you can fill, and it is extremely difficult to judge the quality of a project from an abstract.

    Fit is a factor. Another reason to be part of a panel proposal.
