From my experience, "late March" is more likely to mean early April than before March 15. You will be much happier if you just agree with APSA that March actually has 41 days, not 31.

FWIW, I've received APSA acceptances (and rejections) over the last three years around mid-March. This has been for both panels and posters.

I got a pre-registration email today. It said all notifications will go out by March 10, 2014. I haven't heard anything yet on whether or not my paper will be featured in their conference.

At first I thought the reason they were asking me to pre-register was because, of course, I was in the conference. And then it dawned on me that any idiot can attend an academic conference. And so...I'll just keep waiting on pins and needles.
