Nothing very complicated here: PSU is a better department with grad students, less teaching, and a bunch of his co-authors. Would you rather stay at Dartmouth, which is located in a small town, two hours from the nearest major city and spend all your time teaching undergrad courses? I doubt he's angling for tenure or more money, just a better job.

Nefarious? Meh. Dishonest? Yes. A senseless lateral move, or a ploy to get more money or a tenured offer (neither of which will happen) is a bad look. As is offering to look over job market materials for people applying to the same job.

What's the upside for the Dept if he's already got co-authors there? I'm not sure. It's already a methods boutique.

This is all assuming he's interviewing there. Which I am not convinced is true.
