People, it's Penn State. Why do you care?
Penn State is a top 10. that's why.
Y'all, this is how diversity hiring works. Hire an advanced AP for a tenure track position who is so far above the tenure bar. This is also why for searches folks are arguing more explicitly for defining jobs specific to topics relevant to URM candidates, rather than just trying to increase the size of the pool. The larger the pool, the more likely you get a CC lateral move and no improvement in diversity, and with that record, it increases the tenure bar de facto.
I'm confused? What does this have to do with diversity? The language of the search was narrow: a behavior person working on Middle East or Africa.
Sorry but CC is not going to single handedly raise the tenure bar for political science. He has 30 pubs with multiple coauthors, no research agenda, no book, and isn't even in CP.

but his wife is from russia. doesn't that count?
I don't think this has anything to do with diversity.
It is, however, really annoying when search committees consider advanced APs

Madam Speaker!
^Maybe he just works hard and has an excellent network of collaborators. But, the bigger issue is that you don't see a clear research agenda or a strong individual contribution to any literature. This is why someone like AX will do better in most searches -- she has fewer publications but is clearly making progress toward contributing to a specific set of questions. Sometimes less is more.
Working hard my a$$. is that why out of 33 publications, he has 0 solo authored one?
