Bogotá. Cartagena is incredibly touristy and seedy.

Bogota. Cartagena is nice. But too touristy and doesn’t really have nice beaches (you have to drive an hour—or take a long boat ride to get to a white sand beach)

I prefer Cartagena. Sure it's overly touristy, but by the evenings (once the cruise ship visitors have gone back on board) then it's not so busy.

Bogota is nice enough as well - definitely feels more alive.

For me it's like Edinburgh vs. Glasgow. One is easily more beautiful but has the feeling of an outdoor museum; the other has a dark energy to it.
