It really seems pretty unreasonable to have some arrested, who was by all indications a graduate student engaged in legitimate research activities; even if those activities crossed a few legal boundaries. It's not like he was doing any of this for personal gain, or with the intent to distribute the underlying copyrighted information.

I don't understand. So he thought that he could hatch a plan in which he was in sole possession of all copies of these files so that no one else could make use of them?
I know everyone will call me an idiot, and that's fine, but I sort of feel like an idiot, because I really don't understand what this guy's angle was.

Gist is that the Cline Center at UIUC bought a bunch of media sources (FBIS, NYT, WSJ) in order to develop an events dataset (SPEED). Kalev was working on the project, while simultaneously developing the precursor to GDELT (another events dataset). He used the Cline Center data, to which he had legitimate access, as part of that effort. In the process he removed physical media containing lots of the data - I'm not sure, but maybe he failed to bring that back, which seems to be the source of the criminal allegations.
Personally, I think it's ridiculous of UIUC to treat the matter this way. It's not like he was creating a competitor to a commercial product - he was just developing a second dataset for scholarly use. Even if done for personal angrandizement that's a net plus for the discipline - not something UIUC should have him sent to jail and his work censored for.
