How come Democrats are never actually mad at the shooter in these situations?

Well, I don't see how that's a goalpost shift more than an evolution in the conversation. We've established the Democrats aren't angry at shooters. Your reason for not being angry at shooters is that policymakers do nothing to fix the problem.
You mention Columbine, which had every policy you want and it didn't fix the problem; whereas, the laws on the books were enough to fix the problem *if* they had been enforced.
So, if you are not angry at school shooters because policymakers don't fix the problem, but the policies you propose also already didn't fix the problem, and laws on the books were enough to fix the problem if they had been enforced...your reason for not being angry at the shooter doesn't hold.
So we're back at the original question. How come Democrats are never mad at the shooters?

But, again, I'm not asking why you don't get worked up over school shootings. I'm asking why the Democrats are never mad at the shooter, but rather at the NRA and its members. One needs only go look at all the names the NRA, its members, and gun owners were called by Democrats.
But curiously, none of that vitriol was directed towards the shooter. Why not?

Also to the extent that a shooter is dysfunctional because of society, it's a sign we failed him. I get that conservative individualism thinks it has no responsibilities towards others which is why they get mad at things all the time, rather than look for solutions.

I was angry about Columbine. Some time between that and Sandy Hook I lost the ability to feel anything but sadness about the shootings, and reserved anger for those who blocked any effort to fix the problem.
The solution is to not treat school shooters as if they were so awesome that we have no choice but to stop respecting the Constution so overpowered are we by the shooter's awesomeness.
Now what political side is it that tells these small-feeling children that school-shooting is the way to be big? To make an unrivalled change to the fabric of the USA?
