Yes... boring panels, underdeveloped or already published papers (both categories should be a no-go for a conference), subpar discussions... I could've skipped it. Too bad I am presenting tomorrow.
Previously published work should be the new norm. Imagine the quality of debate and discussion if you could go into a panel having read complete, polished articles.

Is strange that doing book talks (on published books) is normal but article talks are verboten. I agree: I’d love to see articles presented, esp. by early career scholars I wouldn’t necessarily recognize/read.
