Sometimes, it is because the student lets her advisor(s) tag along.

How many of those articles he has were with his advisor? At least the APSR and the AJPS are.
At any place outside the top 3, ten articles, and three in the "top 3" along with seven in top subfield journals, will get you tenure. He probably would have been a tenurable there if he had any 8 of those articles. Eight articles in good to excellent journals is clearly above the tenure bar at most places; very few denials with that outside of places like WashU or Columbia (or HYP).
Is this real? I’m not even sure either of their records would meet the tenure expectations at UCSD.

UCSD is not a top 5 program, but there are certainly people with much weaker records who have been offered tenured by top departments. The 6 articles were published in APSR, AJPS, 2×IO, JPR and CMPS. That's not a weak record.

There are white, male postdocs with superior records who have taken three years to even be hired.
