This place is run by NIMBys and labor unions who cloak themselves in rhetoric to sound virtuous.
So outside of the inept governance and insane cost of living, it's pretty good (weather, food, diversity, mountains, beaches, proximity to other cities, etc)

Every politician runs on "protecting the historic character of neighborhoods" for each LA county city. That means no building.
As if they all have this incredible history that should never change.
Zoning is extremely restrictive. small, low houses are the norm, and even when developers can build, added "environmental" impact assessments, union labor, random fees and "affordable" housing requirements boost the cost tremendously.
Additionally prop 13 means people are locked into low property tax rates and they have every incentive to boost their own housing values by limiting supply.
The limited property tax revenue from new housing also disincentivizes new housing.
