His coding seems suspect. I don't know all the cases well, but saying Israeli settlers are" state-led" is kind of simplistic. There are settlements that are illegal even under Israeli law. Settlers have dragged governments into things repeatedly. In the cases when settlers were evacuated, many resisted and it was a big struggle.
Not to say they haven't also been subsidized by the government, obviously, but the idea that the government is the cause and the settlers are the effect is too simple. (This has nothing to do with whether you think Israeli policy is good or bad. It's just a question about the process.) Could it be I know the only case he has somewhat mischaracterized? I guess that's allowed in a "big think" study when most reviewers don't know details.
