Obviously wrong for anyone who knows Swedish politics. The reason the budget did not go through was because the Center Party (Centerpartiet), which is not in the government, did not vote for the government's budget proposal.
As I pointed out earlier, no government has to resign because it cannot pass its legislative agenda. The government has lost several legislative votes in the last four years, and even had to govern with the opposition's budget proposal for period. When Magdalena will be voted new PM next week she will also have to govern on the opposition's budget. And she has expressed that she is willing to do so.

Not confirmed by king = never formally accessed the position as PM. Which the text from Expressen, posted by the genius who does not know Swedish, points out.
That someone is voted PM by the parliament does not instantly make them PM.
