That is a seriously tough call to deny AJ. I'm a fan of her as a person and her work and would have probably voted to tenure her in my dept. That said, I also think her first book got incredibly lucky because of timing and the quality was not great. But, it's a first book and she certainly has enough other stuff going on to (hopefully) suggest she will improve over time. Plus, you can give people credit for sensing important topics. (Unless you think the timing luck was a fluke not-to-be-repeated)

'Top venues' ? So you just genuflect to everything based on the publisher? CUP is especially bad at publishing lots of books of varying degrees of quality. Also, I wouldn't describe White IP as 'low quality', but I also wouldn't describe it as high quality. It's a book that made an impact because it was on a very timely topic. That's fine. I would have still voted to tenure her. But if you dig into the research and want to get picky, it's not in the top tier of books in terms of research quality.
