Uhhh, because the search was explicitly approved at the associate level. It wasn't an open-rank search. Of course, she's pretty much guaranteed promotion after her first year, but that's a different story.

That’s not how Oxford works. Basically everyone is Associate, except for a select number of Professors and endowed professorships. I think there are limits on how many Professors a faculty can have because these titles are not tied to one faculty line through the ladder system (e.g. Asst, Assc, Full) but to faculties or colleges themselves.
AS endowed chair with no book (at the time of appointment). TB and SS both associate professors despite TB having a monograph and a dozen top articles and SS having nothing besides two articles. JM associate with two monographs, a third that is forthcoming, and a fourth in the making. Welcome to Oxford, baby!

Counting books isn't going to get you far in a place that is still more or less dominated by analytic political theory. Case in point: ZS, also full, no book.
