This proposal has been referenced on PSR numerous times. It is claimed that the proposal describes policies like limiting desk rejections to white men, intervening to intentionally increase the gender and racial diversity of authors, and redirecting the substantive focus of the journal toward gender and race.
Graduate students and assistant professors should know the rules of the game they're playing. I'm sure the editorial team is not ashamed of the policies they're using to edit the journal. Given this, someone should post the proposal to an anonymous site.
Currently it seems like the only people who know about APSR's procedures are tenured professors one or two degrees removed from APSA leadership. These are the only people who aren't affected by these policies. Transparency is fairer.
