WashU doesn't have a huge faculty, and if I'm not mistaken, she's the only senior female faculty in the American politics subfield. It's not that hard to figure out. I'm sure she doesn't mind you talking about her on this board though, right?

All fine journals. People will quibble with the distinctions, but they are all roughly equal caliber (Poll. Com. included). I might try R&P first if your piece is short enough.

It's hard to get anything published. It's harder when you've never done it before. Even harder still when you don't have an advisor giving you regular feedback on your writing/framing/methods in preparation for getting your first submission journal-ready.

If you aren't trying to get a job or tenure out of this, there's no reason you couldn't do this in third-tier type of journals. Political Science Quarterly, for example.
