No! There are LOTS of fantastic jobs in government for people with a PA/political science PhD. LOTS! That's what my 89th ranked program told me when I enrolled. They said I probably (probably) wouldn't get a job at a top 5 R1 but every LAC would be begging to hire me because we are better teachers than Harvard. Also there are so many jobs in the public and private sector because of the tremendous skill set I gained in my intro methods seminar.
Really? The vast majority of government jobs barely even require a Bachelor's, and some not even an Associate's. If you get a government job you're much more likely to be answering phone lines than designing contingency plans.
There's a lot of good government jobs in blue states like new York and California that have large state budgets. Government work in such places is highly data driven, with large teams of analysts on every department and even research teams headed by phds. Even in red States, certain government agencies, such as education, are often highly data driven with teams of social science quants doing policy research.
