Question about Harvard peer pre review

I have a question that I'm hoping someone knows the answer to. A few years ago IQSS came up with a pre peer review process.

Basically you can get anonymous peer reviews before sending your paper out. My question: I seem to recall at least one journal (JOP?) that had some sort of agreement that a submission that had been peer pre reviewed would be treated differently. But I can't remember. Or maybe IQSS had received some commitments from some journals that submissions that had been peer pre reviewed would be processed expeditiously. Perhaps even allowing those pre reviews to count as reviews.

Anybody remember anything to that effect? Or am I just misremembering?
