If you only get 38 applications it makes sense to look at the incomplete ones.
SIX FACTS on UIC AP Search
-
1. 38 applications indicates people at well aware this is one of the most toxic departments. Outpacing Miami circa 2005.
2. Incomplete applications might seem okay to many of you, but it creates problems with ensuring a level playing field (think diversity) hence, the university guidelines. Schools that are risk averse to lawsuits have this policy. And nobody cares what you personally think about it.

See page 41 in the Univ of Illinois Guidelines and Procedures for Academic Appointments (https://diversity.illinois.edu/NewSearchManual/search_guidelines_and_procedures.pdf)
" Candidates who do not submit their documentation in accordance with all of the requirements listed in the position announcement or with another procedure approved by the Office for Access and Equity should not be reviewed and should be marked as “Incomplete Application” for their applicant status....Using the written selection criteria referenced in Chapter 4.1(F), the search committee should review and evaluate all submissions of interest that meet the requirements of an applicant. To ensure trust in the fairness of the search process, the screening process cannot be arbitrary or give the appearance of being so."
The incomplete application has nothing to do with tertiary documents such as a writing sample, teaching evaluations, etc. that can be found online. It's UIC where rules are not rules for personal gains.

I dunno. UIC has a disproportionate amount of stories highlighting its dysfunction relative to its standing within the discipline. You don't see similar stories coming from other departments in UIC's tier.
When you get a little perspective in the world of academia, you realize that dysfunction is the name of the game across the board. It's common across the board. The question is just to what degree.
