Might work. You can probably just change the title of your political science dissertation and use that for your thesis.

Is this a troll post? Ed.D. is for people who want to be K-12 Admin. Any tenured prof with social skills can go into admin where s/he is. To move up it might require moving schools after a certain point, but that is the path. This has to be a troll.
