She would have no problem being promoted to full at the the LAC I teach at with this publication record as long as teaching and service look good. Once you are tenured at a liberal arts place with a 3-3 teaching load, high service obligations, and modest support for professional development, most of the faculty aren't publishing any more than what you see in this case, and often the publishing venues aren't as solid as they are here. At my LAC, competitive TT candidates will have a few publications, and we'll expect you to add 3-5 more while on the tenure-clock here. After that, most of faculty's rate of publication drops off considerably as the service load cranks up and development support declines.

Typical quant -- makes assertions without any evidence whatsoever.Name a few well known theorists, look up their Google Scholar page, and see for yourself. From about 10 years post-PhD GS tells you a lot about whether someone is succeeding or just churning out irrelevant stuff.
