Citations are an important measure for academic promotions. Just 22 citations on GS are almost nothing. At Web of Science, this would likely translate to 10 citations or so.
Most ABDs I know have already accrued more citations.

You are right. Only one Perspectives article, the rest seems to be book reviews.
I would agree for tenure. But full? I have grad students with more cites than that

Seconded. I don't sit on the tenure/review committee at that school. If they promoted her to full, they've got reasons for it that no one on this board will ever have access to.
