So, if this is true, was there no public announcement for a senior hire search or did I miss it?

There are always exceptions to such regulations for senior recruitment, especially for private schools. Whatever such rules may exist, they don't meaningfully apply to an entity like Yale.

I guess on the bright side at least it means they aren't going through the charade of being open to other scholars

They are interviewing, but there is no line. If they find someone they like, presumably they believe they will get a line.
"There is no line" is a hiring constraint that exists at 98% of American Universities, but Yale is not in that 98%. When the relevant actors want to hire, they do so. "Lines" are not a thing.
