Well, the ones who weren't going to be tenured usually get out ahead of time. But yes, certainly the rate is much higher than it was a few decades ago.

Why would anyone nay this? It's almost certainly right. You might not like her work, but she's a heavy hitter in the field, is well-connected, and her letters carry a lot of weight.
