Anyone could fail comps and smug azzhats like OP will claim it's justified. The sad truth is that it's pretty random and it comes down to whether or not you happen to get a couple of d-bags on a power trip on your committee (often formal theorists). Of course, it's relatively rare at the top programs because the depts can't get away with that nonsense (not for lack of d-bags).
Random sampling for comp committees doesn't work well when the population is rotten. Polisci is a horror show in terms of the faculty as a whole.

You are a piece of tihs, OP. My guess, someone in the department didn't like him and that is why he was failed. His field is judicial politics, you don't need math for that. In fact, as long as you can interpret your regression models correctly, you don't need to know any advanced math at all.
I’ve only ever heard of one person failing comps at my top 40 program. But this is a bit ridiculous for Colorado.

Whether or not failing was fair, people have to realize how bad it looks to whine like this on Twitter. Who is going to want to work with someone who's likely to complain to the world everytime something happens they don't like?
And the fact that he sees methods training as a "math test" suggests he wasn't suited for political science.
Love the comments on there! Come to Europe, our programs are jokes and you won't need to know much. Comps are bad because they cause anxiety.
And my favorite, why do we need quant, I wanna do qual! Well, welcome to a social science. If you don't do quant, you're a historian or a glorified world languages and cultures person.

I pass everyone because no one fails and so I don’t believe I can fail someone. In truth, half of them should fail because they are really bad. They have no shot at ever getting a job and I would be saving them years of wasted effort if I showed them the door.
The sad truth is: is every grad student thinks because he or she got into the program they are good enough to make it to the professorial ranks.
If you are not one of the very best students in your department why would you ever get a job competing against the best from better departments?
