My guess would be that most books would only convert to 1 or 2 top 5 articles. Lots of filler. Doesn't mean that the sum of the parts isn't valuable however.

Almost all leading cp people at top r1s have books. They wouldn’t write them if they had no value.

Depends on the field. In CP, books are not serious, only refereed journals count.
This is nonsense. CP is more of a book subfield than AP or IR.

There are a lot of folks who have no idea what they're talking about blathering away here. I'm sorry, friends, if you don't like books for whatever reason, but in several subfields of political science 1 book in a top press will get you quite a bit of what you need for tenure. Also, good luck if you think PSR is the forum where you're going to change people's opinions about it.
Depends almost entirely on the dept. some won’t tenure you w/o a book. others won’t care.

Pro-tip: don't go looking for guidance about this on PSR - ASK YOUR TENURED COLLEAGUES. Who cares what other people do in other departments, you're only going through tenure in YOUR department.
