Eh, the funding is still much less then you'd make at any entry level job. I did this "ride out the recession" thing at a PhD program back in 2009, it more or less worked and I had fun. But I would be in a much better position financially and in terms of my future career prospects if I had just gotten a job. I'm still bouncing between temporary positions in academia, and while that has been fun, the writing was on the wall before the pandemic and now its all over my face...
So the answer to my question is "none"?
The answer is likely all of them. Of course next year's budgets are not yet set in concrete, and if the economy magically gets better then admissions won't get much worse. But the combination of a) good high-paying jobs that 3.9/330+GRE tryhards would usually get are tightening, thereby increasing PhD/JD/MBA seekers, and b) departments have less money and will prioritize their current grad students over their future possible students, means that there will be fewer spots to be had and competition for those spots is going to be harder.
