   I was talking to a prof at a Dutch university and he said their normal cutoff according to googlescholas is an h index of 20 for a lower bound for full production. So that sounds about ballpark

   UK bro here. We start promoting to full at 1500 citations and h-index of 15 (even for white males). That said, it’s a necessary and not a sufficient condition.
