Surprised about some of the negative comments re: LSQ here. If you have a lege studies paper, where else would you try to place it if not in this journal?
Would you still be surprised if you learned they were all plumbers and a disturbed graduate of UCD?

Same here. And the journal archives are amazing...a treasure trove of our discipline's wisdom. I never tire of re-reading these classics.

still has a laughable impact factor but keeps publishing okay work by good scholars. weird, seems like one of the biggest mismatches between prestige and IF to me

Because people rarely cite the articles published there.

If you're asking why people cite these articles so infrequently in their research, I recommend picking up an issue and reading it. The answer to your question should reveal itself if you do that.
